feisty: cannot unlock KDE session - need to change Z for Y in passwd

Hello,
after upgrading from ubuntu 6.10 to 7.04 beta my wife can not unlock her KDE
session anymore. Login in to KDE is just fine, but unlocking a KDE sessnion is
not working. Her passwd contains a "z". If she types a "y" instead, the
unlocking works!
And it is not just unlocking the session. Even changing the password with KDE
tools ("About Me" -> Change Passwd) requires her to type "y" instead of "z".
It looks like the KDE tools are run with a different keyboard layout. How can I
change that?
