Stuck package, cant remove

I can't imagine why.  In this case, force-all isn't going to help, but
forcing something you want to purge is pretty safe.  Using apt to do it
will tend to have side-effects that you may not want (like removing things
that depend on it, even though you plan to reinstall the package as soon as
you resolve the problem).
