cannot open system/admin/printing, cups errors, cups server could not be contacted...

It's cupsys, not cups. dpkg isn't the way to do it anyhow. Once you have
cups installed (sudo aptitude install cupsys) then point your browswer
at http://localhost:631/ and go from there. It's pretty easy and menu
driven from that point.
