Brian,

Take a look at:
/etc/speech-dispatcher/speechd.conf

look for the line:
DefaultVolume n
Where n is a number between -100 and 100
A value of 100 maps to the default value of the synthesizer.
If it is presently set at 100 then something else is probably mucking 
with the audio.  Try setting it to 99 and see what you  get.
