I didn't write that it was the only one you can limit.  But, root login
is probably disabled for ssh by default (it's been awhile since I
installed a new ssh server, but I'm pretty sure the root login is one of
those that are disabled).  

Point is, it doesn't really matter whether root is disabled or not,
since ssh won't let root login anyways.

Personally, I don't really much care one way or another.  Once I
discovered sudo, I've been using that for everything when I needed root
privelegies.
