I think you will find that the bug is an xorg bug, not a gnome bug. When I
did a ' sudo dpkg-reconfigure xserver-xorg " I noticed that the special
keys dialogue was not blank. I blanked it - problem gone.

And yes, I think it is known, although I don't have a bug reference for
you at hand.

The fix is not only for xorg, but also for the console apparently. Quoting
Colin Watson from comments in that bug report:

"I think it's too risky to attempt to fix this on upgrades, so
I haven't. If you want to do so yourself, change
'XKBOPTIONS="lv3:ralt_switch"' to 'XKBOPTIONS=""'
in /etc/default/console-setup and remove the line 'Option "XkbOptions"
"lv3:ralt_switch"' from /etc/X11/xorg.conf. "

I didn't change /etc/default/console-setup, but I don't appear to have that
setting for lv3:ralt switch  . (mine, at least now, says 'XKBOPTIONS=""' )
