Hmm, is the apt-get man page incomplete? It seems to give no info about
the option placement at all:

SYNOPSIS
apt-get [-hvs] [-o=config string] [-c=file] {[update] | [upgrade] |
[dselect-upgrade] | [install pkg...] | [remove pkg...] | [source pkg...]
| [build-dep pkg...] | [check] | [clean] | [autoclean] | [autoremove]}


While man aptitude is quite clear, e.g.

SYNOPSIS
aptitude [<options>...] {autoclean | clean | forget-new | keep-all |
update | upgrade}
