This is correct as far as it goes, if slightly misleading in the context
of Ubuntu, see below.

In fact, the password for the "root" account, and therefore the ability
to log in as the "root" user is disabled in Ubuntu. When Ubuntu prompts
for a password, it asks for the user's password, provided that the user
is in the admin group.

You are right in principle, but since logging into the root account is
impossible by default anyway, there is little danger here.
