If you are referring to the "rescue a broken system" option on the
alternate *ubuntu cd, it's not the same.  That allows you to chroot
into a broken (unbootable) system and fix it.   Sure, you can boot the
Ubuntu live cd and install data recovery software in the live session.

Rescubuntu is different because it's a lightweight toolkit.  On an
old, non-internet-connected computer, you could not use the edubuntu
cd to install and run data recovery software.  Rescubuntu aims to
provide all the software you would need to repair, recover and backup
lost data.

It doesn't do much more.  There are no exciting new features; just the
software installed in a small live environment.
