Then in what meaningful way is this different from saying the cost of
the computer includes Windows?

Of course, but only because you've framed the statement this way.
Re-frame it like so:

"It is impossible to buy Apple hardware without paying for MacOS, hence,
there is an Apple (sic) tax."

Of course, it should be the "MacOS tax," since the notion is predicated
on buying Apple hardware in the first place.
