udev and default hard drive permissions for Virtualbox

I would like to know which file to edit in order to
have a set of automatic permissions on my drive. 
Since I can't seem to apply access control lists to
the a device file and since I am using raw partitions
with Virtualbox and the user needs access not only to
the partition but to the drive and whenever the
machine reboots the permissions are reset, I wanted to
know where to edit to have them permanently set.
