Sounds odd. When you reinstalled did you purge OOo as well? Because OOo
is part of the Ubuntu meta files, safest way would be to do it via
synaptic (search openoffice.org & select remove completely). That will
also remove ubuntu-desktop, but that's OK, you can reinstall that when
you reinstall OOo.

Alternatively, you can try:

sudo apt-get remove --purge openoffice.org
sudo apt-get install openoffice.org ubuntu-desktop

If that still gives problems, then perhaps try installing OOo from
OpenOffice (use the DEBS):

Without JRE:
<http://openoffice.bouncer.osuosl.org/?product=OpenOffice.org&os=linuxinteldeb&lang=en-US&version=2.3.1>
With JRE:
<http://openoffice.bouncer.osuosl.org/?product=OpenOffice.org&os=linuxinteldebwjre&lang=en-US&version=2.3.1>

Once downloaded, open Nautilus (file browser) & double click on the tz
file to extract it to it's own directory. Rename the directory to
something sensible like OOo231 then cd to /OOo231/DEBS and run:

sudo dpkg -i *.deb
cd /desktop-integration
sudo dpkg -i *.deb

Let it install then check Applications|Office for the newly installed
OOo. Click on Writer etc to complete the installation.

*If* that works file a bug against (U)OOo:
