It does - marginally. That's why it's a diagnostic tool - you only run
it when you want to find out what's taking cpu cycles and disk IO in
the boot process.

It's a big graph of what's taking up cpu cycles and disk io during the
boot process.... it's up to you to interpret what you see.

I see a large period where usplash is consuming large amounts of cpu
cycles, thus slowing everything else down Therefore, you disable
<suspect program> and reboot to compare the graphic...

I'd call a bootup time reduced from 157 seconds to 26 seconds a bit of result...

On the other hand, until someone installs bootchart and produces
evidence for the rest of the world to see, it's rather difficult to
diagnose slow boots.
