I was reading about this a couple months ago and I pretty sure you need 
to ask the manufacture of the computer for the refund.  So, you should 
be contacting Fujitsu, or whoever built the laptop.

There is a large amount of information on the internet about this 
refund, just do a search on the internet for windows licence and refund.
