No.  It's not possible as both those activities need to lock the apt
database.

You _can_ run some apt programs at the same time, as long as you don't
actually do anything that needs to lock the database.  kpackage works fine
for browsing and only locks when necessary.  It's annoying that most of
them take a lock as soon as they're started.
