Feisty+1 *PROBABLY WILL NOT* be a LTS release

upstart was first deployed in edgy.

There are always nice features to have. We're also talking about feisty
+1, do there's time for this to happen.

it actually been decided that feisty+1 will _not_ be an LTS?
