Where are the basic include files?

I've been running Ubuntu for several days now and have finally got
around to tryint to recompile one of my programs. Shock! No sign
of basic things like /usr/include/stdio.h   ????
I've looked through the synaptic database and can't see anything
like   libc6-dev.

Afterthought: just tried

apt-get install libc6-dev

and it is downloading it as I write. Where should I have looked
in Synaptic? Not under Development or Base.

OK now, it's all installed. But I'm still puzzled....
