System error 53 has occurred / nmbd problem ?

I'm still trying to get my server back up after upgrading to 7.10

When I do a "net view \\Ubuntu" in a command window on the Win XP PC the
response I get is "System error 53 has occured. The network path was not
found."

I can successfully ping the server fom the PC and I can successfully ping
the PC from the server.

In fact in order to get the text below into this note I was able to create a
text file in the 'Shared Docs' folder on the PC and then edit it from the
server and using cut & paste grab the results of the command;

I have found a SAMBA troubleshooting page and have been following it up to
#4.

4. Run the command nmblookup -B BIGSERVER __SAMBA__. You should get back the
IP address of your Samba server.

If you do not, then nmbd is incorrectly installed. Check your inetd.conf if
you run it from there, or that the daemon is running and listening to UDP
port 137.

root at ubuntu:/etc/samba# nmblookup -B Ubuntu __SAMBA__
querying __SAMBA__ on 0.0.0.0
name_query failed to find name __SAMBA__

Using the System -> Administration -> Network Tools looking at the Port Scan
tab and running it against the server's IP address (192.168.1.104) I don't
see anything listed against Port 137 the closest is "139  Open
netbios-ssn".

Can I conclude from this that nmbd is not working? How can I check?
