3D acceleration only works for one user at a time

My video card is an old AGP Powercolor Radeon 9250 (r200). Using the
open source ATI Xorg drivers, I can get hardware 3D acceleration to
work for only one logged in user. Because of this, Compiz runs slowly
for all other users.
I have traced the problem to the lack of direct rendering in the other
logged in users. Running "glxinfo | grep 'direct rendering'" shows
"direct rendering: Yes" for the the user with fast 3D desktop effects
but "No" for all the other users.
Logging out all users and logging back only fixes the problem by
shuffling the user who gets the hardware 3D acceleration. At any given
time, only one user has accelerated graphics.
What do I need to do to fix this problem?
