feisty: every user can switch of the server!!

The following email I already sent the edubuntu mail group, but didn't 
get a solution on that up to now ...

But I think it's a generally Ubuntu matter, maybe somebody can assist on 
that...

Hi,

I noticed that on the server screen everybody can switch off the server?

To prevent that, I found out that I can use SystemMenu=false in the gdm 
configuration (/etc/gdm/gdm-cdd.conf).
Ok with this the shutdown and reboot options are not anymore available 
on the login screen.

But then I noticed that these options are also disappeared if you login 
on the server with an normal user or even with a administration user 
(member of admin group). Strange is the logout panel is still offering 
the  "Hiberrnate" mode.
So a normal user can still switch off the server!

Like SchoolNet is having also setup's with only 5 clients its imported 
for us that they schools can also use the server as student computer.

Basically I'm looking for an configuration like that:
1.) There should be no option to switch off the server on the login screen.
2.) normal user working on the server should NOT have the option to 
shutdown it with "hiberrnate"
4.) administration users working on the server should have the option 
halt, reboot and hibernate

Does somebody has an idea, how I can get this under Edubuntu/Gnome working?

The upgrade to Gusty is not an option at that time.
