draw a circle on a photo??

hi folks,

so, all i want to do is draw a circle, or ellipse, or polygon, or
whatever, on a jpeg image to highlight a feature.  i'm using f-spot to
manage my photos, and either in f-spot or an external program, i'd like
to be able to just quickly add such simple markings to the image.  can
this be done?  i literally just spent an hour trying to achieve it with
the GIMP.  also tried with openoffice draw, and my modifications weren't
saved.  what the heck?  surely there's some simple way to do this?
