Yes.

gconf-editor is one way.
If you use the 3D desktop, you could install compizconfig-settings-manager
and use System -> Preferences -> Advanced Desktop Effects Settings ->
General Options to set up up to 12 keyboard shortcuts for launching
arbitrary programs. The user interface is not the clearest one around,
you configure programs in one tab, and the keys to launch them in a
different tab.
