Synaptic Package Manager

Hi All,
I have download mc (deb files) from package.
I  try to install mc using synaptic package manager,
but don't know where to change or set repositories path.
All I've got repositories can only search from cd rom.
Synaptic Package Manager, Settings > Repositories, then Add Cdrom
Another options is Add which ask a URL.

I saved mc files on /home/gun/mc
can I set repositories into that folder? so I can run this command 'apt-get 
install mc'.
Or should I write *.deb into a cd?

Can Synaptic Package Manager add from source (tar balls files) ?
