Actually you can play VCD's under Totem, VCD's are just MPEG-1 videos.
The problem is no Totem developer cares about this this bug anymore,
so even on Feisty, Totem won't play any VCD medias,

You need to open the AVSEQ0*.DAT files manually to play VCD's under Totem,
you'll need the restricted codecs to play them.
