I'm guessing you're trying to get Japanese input under a non-Japanese
session. The first of the following guides is updated with each version
of Ubuntu, so you could follow the instructions if you're under Kubuntu
Gutsy, and complete with the informations picked from the second one
(the third is for more advanced Japanese-input needs).
Since only use Ubuntu, I can't update the guide for Kubuntu like I do
for Ubuntu's, but hopefully people using Kubuntu might be kind enough to
update the Kubuntu's version. However, the first guide also details
getting scim input in KDE apps (I use Amarok, that's why :) ), and you
could just duplicate all mentions of "scim" in part "Additional
configuration if you're not using a CJK session" with skim (like
installing skim-bridge along with scim-bridge, or only keeping
skim-bridge if they conflicts with each other).
Although the first guide is not expressly written for Japanese input, I
can get Japanese input in Ubuntu Gutsy when I follow the guide (as I
would for Chinese), so it should work. When you get sick of scim/skim
(it does feel cumbersome when I try to write a few words in Japanese
with it, whereas it's great for Chinese), you can enquire about im-ja or
anthy (don't know if this one still exist).
Here are the guides :

Oh, and please go to http://brainstorm.ubuntu.com/idea/273/ and vote for
the idea. Writing an email of complaint to your local Ubuntu
reseller/support group would be helpful too, so maybe one day Canonical
might want to consider implementing what has been standard on other OS
for years.
Cheers,
Loïc
