If you read the bug report, it's a pretty hotly contested issue :-)
That said; I've just checked and this seems to have been fixed in the
standard OOo 2.4.0 and OOo 3.0Beta, so it appears to be an (U)OOo 2.4.0
issue.
My tests just now show:
- OOo 2.3.1; icon is grey until a single paragraph is entered[*]
- OOo 2.4.0; icon is grey until a single paragraph is entered
- OOo 3.0B; icon is grey until a single paragraph is entered
- (U)OOo 2.4.0; icon is continuously lit
