Another effect question

I think this is an effect and not a display glitch, but I'm not sure...

The window that has focus has the window manager border (title bar) with 
the minimize/maximize/close buttons in the corner/title/etc. The 
windows(s) without focus, in the background, those borders go 
transparent, as if they're ghosts. Not the window, just the border and 
the min/max/close buttons.  Click on the background window (or the ghost 
border) and the border reappears and the previously focused window 
becomes a windows with a ghost border.

I've been combing through the plugins in the advanced effects 
application, but nothing appears to be causing this yet.  Any ideas?
