I'm not an expert on file permissions.  All I can tell you is that the 
permissions on my link are:

root - owner
group - read only
others - read only

the same appears to be true of /usr/share/doc/rutebook.  If your 
permissions are the same then you ought to be able to create the link.  
If not, try asking about permissions on the list.

Pants is a common derogatory term in my neck of the woods (Midlands UK) 
possibly a little dated now.
