Not usually. Some can run in an emulator.  The free emulator is WINE
and I purchased CrossOver Office in order to run Windows Office XP.

If you buy dreamweaver for Linux you can.  There are many other web
page authoring programs you can get for free.  They range the gamut
from CUI things somewhat similar to dreamweaver, like NV, and text
editors with web page helpers, like Bluefish or Emacs.

Gimp is a better program than Paint Shop Pro

I switched from Window to Linux 10 years ago.  Won't go back.

However, if you have never installed any operating system, not dos,
not Windows, from disk or CD or DVD, then you have some work to do.
Linux was easier for me to adopt because I had installed Win95 about
100 times from a set of 24 floppy disks.  You have to get used to the
idea that you might mess something up and have to re-install the whole
OS.  I don't know many first-time linux installers who get everything
right the first time.  Many people follow all defaults and the system
will run, but then a few weeks later they say "oh, I don't want that
feature" but it can't be removed.  I don't want to use the LVM disk
partitioning framework, but it gets installed by default on most
distributions and you can't get rid of it without repartitioning.
And, if you've never partitioned a disk, you have a little more
learning to do.

But don't worry.  You become smarter!  You become a better Windows
user after you pull your head out and start to understand some of the
computing fundamentals.
