The medibuntu repository has win-32 codecs and libdvdcss:

Not sure if they work out of the box with Kaffeine, but I'm sure it 
should not be hard to configure if you have to. The win32 codecs are 
installed in /usr/lib/codecs, in case you need to point Kaffeine there.
