h264enc Package Request

Would anyone be interested in packaging this? or is there a place to request
this? I've been using this and really like it, but there's not deb package.
It would be great to have this in repo. I've not packaged any thing in deb,
so I don't have the skills yet. http://h264enc.sourceforge.net/
