Your only practical option may be to surgically remove the hard drive
from the notebook, perform the installation on a more capable computer
that can boot from CD rom (or copy a working installation, if you have
one you wish to clone), then replace the hard drive.  You can buy
adapters that will connect the notebook ide drives to a regular desktop.
