No Karl, as often is the case it is you who isn't making sense.

The OP clearly says the device has no internal CD drive. They have 
borrowed an external USB CD drive, but their machine cannot boot from 
that drive, so they cannot boot from the live CD. However, they can read 
the live CD when booted to windows and attempt to run the installation 
from there (which is supported).
