VirtualBox is very easy to install and they provide debs for the PUEL
version. The opensource version is in the repositories, see:

The primary difference is that the PUEL version provides USB and remote
desktop support and the opensource version does not. Both are free of
course.

You might want to consider using Win2K/Win2KPro instead of Win98 if you
have it. Most all Win98 programs will run just fine under Win2K & it is
considerably more stable. Plus, you have the added advantage of
intalling the guest addition so you have proper graphics etc.
As of VMWare; I much prefer VirtualBox (particularly after VMWare fired
Diane Greene), but if you want to give it a spin see:

Note that only the VMWare server is free, the VMWare Workstation is not,
and the VMWare Player on Hardy requires some special bits:
