Well,  I think it's looking like policy kit is somehow involved, since
sudo is working.

You can try polkit-config-file-validate in a Terminal and see if it
complains.  If 'nothing' happens, it's fine.
My Ubuntu Heron box is having fits of it's own this evening (probably
self inflicted :-), so I can't try this myself at the second, but if you
fire up Synaptic (using gksu synaptic) and search for Policy Kit you can
try and right click it and choose to reinstall that package.  Or wait a
bit and I'll give you more specific instructions.

If somebody else wants to jump in here and give a step by step?
