New to Ubuntu and need to have offline repository server

Simpler is to use apt-move, or apt-proxy, or any of the similar apps.  I use
apt-move - everything _I_ install goes to my (partial) mirror, and then
when I get around to installing to my wife's machine, she gets her apps
from my mirror.  

You don't need much space for that (at least by today's standards).  What it
costs for the mirror, you can get by cleaning the apt-get cache.

Even easier would be to purchase a DVD copy of the entire repository (if
that's actually available - downloads are, but I'm not sure anyone's
selling them).
