Best way to do traffic shaping?

Hi there.
What is the best way to do traffic shaping in Ubuntu (hardy in my case)?
I've been using trickle and trickled but getting no where.

I need to limit my outgoing bw, so I dont affect other users and the VOIP system.
Can you help me?
