That's not really its purpose, and are you sure that's what it does?
AFAICT it creates a submenu "Debian" and fills it with menu shortcuts
for a lot of applications that otherwise don't have one (but they
usually have no icons, and are not as nicely done as developer-generated
entries are).
It's part of Debian's overarching menu system. It is not a supported
package on Ubuntu (it's in universe) and is not needed to maintina the
Ubuntu menus properly.

window-managers in sync with the list of installed programs.
Debian menu relies on a list of menu entries provided by programs and a
list of menu-methods provided by window-managers and other menu-aware
