Dunno what your defination of cheap is, but dreamhost
(http://www.dreamhost.com/) runs Debian, and allows shell access.  $10 a month
and tons of bandwidth and space.

I've been using them for several years now and am satisfied.  Open disclosure -
I could get a good kickback if you decided to sign up and mention me.  If you
happen to choose them, I'd appreciate if you contacted me for details, but I
would recommend them even if they didn't have a referral program.
