Binary compatibility between two platforms means that the exact same
executable image (binary) will execute on both platforms.
Debian and Ubuntu ARE most definitely binary compatible with each other.
If they were not, then NO Debian package would EVER work on Ubuntu.
Binary compatibility isn't the whole story though, which is why people
shouldn't use packages from one distro in any other distro unless they
know what they are doing.
