Unfortunately, kvm, gdm, probably gnome-desktop and kde-desktop
request a reboot even though they could be restarted: logout,
ctrl-alt-backspace, login. I suspect some other packages request
a reboot even though they do not require it.
In addition as Mihamina Rakotomandimby says, glibc and many
system-wide libraries are pretty much difficult to "restart".
