How to monitor Internet connection?

Hi, I have a server on one of my computer using Ubuntu 8.10.
My internet connection seems to be going on and off making the website
unavailable.
Is there a way to monitor my internet connection? Would it be possible to
have the computer beep when the server is off internet?
