Local timezone with Java 6-10-0ubuntu2 has wrong DST start/end

I'm not sure whether this is purely a Java problem, or something 
specific to Ubuntu.

Here in Seattle, I noticed that after DST started, log files created by 
Java applications were still an hour behind.  It seems like it's not 
respecting DST.  So, I wrote a little test app that prints the date and 
timezone info.  It showed that it thinks DST starts on 4/26, and ends on 
10/25, both of which are not correct.
