That quote is attributed to Leonard Brandwein.
I don't know who he is, just found that on Google.
The quote means that programmers are software people. If they carry a
screwdriver, they will do something with hardware, something they are not
familiar with.
There is a similar quote, attributed to Rich Cook
(http://en.wikipedia.org/wiki/Rick_Cook):
The three most dangerous things in the world are a programmer with a
soldering iron, a hardware engineer with a program patch and a user with
an idea.
As Wikipedia says it: "(...) computer inside jokes, and is better enjoyed
by those who have a background in computers."
If we all are humble enough, we will have to admit that one time in the
past we were a programmer, an engineer or a user, and we thought that we
had a brilliant idea about a field of expertise that was not our own. And
then the sh!t hits the fan.
Life gives us lessons, sometimes with a slap in our face. We learn and we
move on.
