If you look at /home/username/.config/xfce4/panel you will see a file 
xfce4-menu-1.rc

This file describes the XML file to use for the Applications menu.  It 
defaults to a public location:
/etc/xdg/xubuntu/menus/xfce-applications.menu

You can clone this file and make any changes you like.  The downside is 
that Ubuntu has automation to update this menu as new packages are 
installed, and if you're not using the system menu file, this won't occur.
