Set Time in 9.04

You can set NTP via. Once you have NTP installed. To adjust servers etc.
must be done via 'System -> Administration -> Time and Date'.

Te behaviour of the 'Set System Time' button is the same here. You are
allowed to set any time value using tickers on that dialog and it is
odd. This looks like something upstream has yet to finish and I will be
looking at it over the coming few days.
