Where, exactly, is Network Manager?

I's a relatively new user. I'm running Jaunty. I keep hearing
references to "network manager". Synaptic says it's installed, but I
can't find it in any menu. I have "network connections" under
preferences and "network tools" under admin. By chance is either of
these what people are referring to when they say "network manager"?
