On 9.04, can and how do I get my update notification icon back?

When I upgraded from 8.10 to 9.04, months ago, I believe I had an update
notification icon. A while later it switched to no icon and just opening
the Update Manager, which is ok, not as pretty as the icon but makes it
more obvious to take action. 

Now, as of a week ago, it just start to give me another Window List
button supposedly for the Update Manager but clicking it doesn't do
anything. I have to open the Update Manager from the
System->Administration menu item to do the updates. 

Is this now the normal update notification process? If not, how do I get
the original updates notification icon back?
