Is the hardware (BIOS) clock of your PC set to UTC or local time?
Unix traditionally uses UTC for the hardware clock (the sane approach),
but Windows sets it to local time. Linux has evolved to deal with
Windows setting the clock to local time and Ubuntu does so automatically
during installing a dual-boot machine - it has to, because Windows as
usual fails when confronted with less than complete control of the PC.
I haven't seen an issue with this in a very long time, but maybe
something is different on your PC, so it's better to check.
