Problems after update

I've read quite a few problems, but mine seems to be different
On all my windows, the top bar is missing - the one that names the
window and has the minimize, full screen and close button. Also the
bottom bar with the status messages is missing. I can not resize or
move a window either. Looks like a theme problem, but all themes have
them missing.
Also my desktop switcher shows that I only have three desktops when I
should have my normal twelve.
After experimenting, I found out that when I log into the desktop as
root, everything there works fine. So it seems to be a problem with some
sort of configuration file on my normal (administration) account.
Does anyone know what file it might be in? I've some backups, but don't
want to overwrite the wrong files and mess things up more.
using Jaunty 9.04 and kernel 2.6-28.12 Running normal Kubuntu Desktop
and Gnome Windows Manager (GDM)
